Minutes of Llangarron Parish Council  (These Minutes were adopted at Meeting held on 29.4.08)

 

25th March, 2008                                A Meeting of Llangarron Parish Council was held on Tuesday, 25th March, 2008 at Llangrove Village Hall at 8.00 p.m. with Mr. G.E. Lane in the Chair.

 

Present                                             Present at the Meeting were Councillors Bailey, Brewer, Cooper, Harris, G.E. Lane, Phillips and Reynolds.  There were 6 members of the public present.

 

Apologies of Absence                       Apologies of absence were received from Councillors Chamberlain, F.J. Lane and Lyster. 

 

PUBLIC PARTICIPATION                   A period of 15 minutes was allocated.  Matters raised were:  T. Pridgeon – Neighbourhood Watch; S. Bryan – Discovering Lost Ways; T. Hancox – Parish Plans, Affordable Housing, Scalpings for area around Llangrove Village Hall.

 

Declarations of Interest                    P.J. Bailey – Personal Declaration of Interest in respect of discussion re payment of Clerks Salary.

J. Harris and L. Phillips – Personal Declaration re discussion in respect of Planning Application SE2008/0693/F for Mr. and Mrs. M. Green.

         

Minutes of the last Meeting              The Minutes of the Meetings held on Tuesday, 26th February, 2008 and Tuesday, 18th March, 2008 having been previously circulated, were taken as read, confirmed and signed as a true and correct record by the Chairman.

 

Matters Arising                                 Planning Decisions:

                                                         SE2008/0075/F – Stables and hay store adjacent to barn complex at Merediths Barns, Llancloudy, Hfds. for Mr. R.P. Philips -  Planning Permission Granted.

                                                         Land at Trewaugh Farm – it was noted that the Parish Council had been asked to send a representative to the Southern Area Planning Meeting regarding the application, but it had been agreed that there was nothing further to add.

 

                                                         Other Matters:

                                                         Casual Vacancy – it was noted that the final date for the request of an election was 1st April, 2008.  Agreed to leave in abeyance until next meeting, when a co-option could be undertaken if no election requested.

                                                         Freighter Service – It was noted that the only date left for the current year was Saturday, 30th August, 2008 from 11.00 a.m. until 1.00 p.m.  Clerk had booked and paid for this – to be advertised nearer the time.

                                                         Standing Orders – The Clerk had not completed the amendments regarding Public Participation, but would do so in the future.

 

Highways ‑ Old Matters: 

Up Dates – The Clerk reported that she had written to the Highways Department as instructed at the previous meeting in respect of Pot Holes.  Reply had been received that matters would be put in hand.  The Chairman reported that the Highways Department were in the centre of Llangarron trying to unblock drains.  Mr. Harris raised the issue of the problem of water not getting away from the Bridge area in Llangarron and the meeting that had been previously held with Highways and Mr. Briggs with regard to channelling the water across his field to get it away from the Bridge.  Chairman to speak to Mr. Middlecote on this item.

The Clerk also reported that a reply was still awaited from Mr. Wallace of Hfds. Council, despite a further chase up letter, regarding the action requested to be taken outside Llangrove School with regard to traffic control, speed, etc.  Clerk to chase up reply by telephone.

The Clerk had also written again to BT regarding the water problem adjacent to Georgia House, but no reply received.  Chairman to speak with Mr. Middlecote on this item.

Stoney Bridge – it was noted that the repairs were now being undertaken on this Bridge.  A letter had also been received form Mr. and Mrs. P. Whittal-Williams, which was read to the meeting.  Agreed Clerk to acknowledge letter. 

Parish Lengthsman Scheme – An invoice had been received from Mr. T. Griffiths, Lenghtsman in the sum of £620.40 and at the proposal of Mr. Harris and seconded by Mr. Bailey, it was agreed to pay the same.  It was noted that there was still a further Invoice to come for March and the Clerk was in the process of getting the final quarter paid into the Bank Account by Hfds. Council.

                                                        

Highways New Matters                     Pot Holes – were reported at Trefree to Trewaugh area.  Clerk to report to Highways and request urgent repairs.  Also Pot Holes on the 71210 leading to Trereece.  Clerk to report.

                                                         Llancloudy Junction at A466 – it was noted that this had been raised in Public Participation at last meeting and had not been actioned.  Clerk to write to Highways and request that they repair and put bollards or similar to stop further damage.

                                                         No Through Road Sign – Mr. Harris raised the matter of people trying to use the 71210 as a route to Llangrove when the Bridge in Llangarron was flooded.  Obviously they could not get through and then had to retrace their steps.  It was considered that a No Through Road Sign would stop this happening.

                                                                                                                                    

Footpaths                                         Meeting opened to the public to allow Mrs. Bryan to speak.  She reported that some waymarking was required on LG18 as discussed at last meeting and that she was out and about walking the paths and clearing vegetation where required.  Meeting closed to the public.

 

Planning Application                        SE2008/0627/RM  Erection of five houses and one bungalow at Hazelnut Cottage and adjoining land, Llangrove, Ross on Wye, Hfds. for Mr. and Mrs. G. Bowden.  The proposed application is not in line with the Herefordshire UDP which indicates that infill gaps should be no more than 30 metres frontage (P68 and 69 UDP).  We are concerned over the access on to the road and and size of the access road around the properties.  We also feel that it is inappropriate to place a 2 metre wall bordering these properties which will greatly affect visibility out on to the highway.  We assume from the drawing that there is a pathway on the highway side of Hazelnut Cottage, which we know does not exist and feel there is no room for such a pathway.

                                                         SE2008/0693/F – Extend garden into adjacent field, New first floor bedroom, shower room and balcony,  New Conservatory at Oaklands,  Llangarron, Ross on Wye, Hfds. for Mr. and Mrs. M. Green.  The Parish Council have no objections to this Planning Application. 

                                                        

Finance                                            Payments:

                                                         At the proposal of Mr. Harris and seconded by Mr. Phillips it was agreed to pay £100 to the Chairman in respect of expenses.

                                                         At the proposal of Miss Cooper and seconded by Miss Brewer it was agreed to pay £30 to the Clerk in respect of Petty Cash.

                                                         At the proposal of Mr. Reynolds and seconded by Mr. Harris it was agreed to pay Clerks Salary in respect of period from 1st January, 2008 to 31st March, 2008 in the sum of £435.84.

                                                         Interest:  The Clerk reported that the interest had been received on the NSB Account in the sum of £168.65.

 

Annual Parish Meeting                     The Chairman reported that this was very well attended and had been an interesting meeting.  A full letter had been received from Mr. Parry the Guest Speaker from Community First advising of the steps to be taken if the Parish Council wished to proceed with surveying the Parishes to see whether there was a need for Affordable Housing.  It was agreed that as Village Voice were nearing the completion of their Village Plan for Llangrove and Affordable Housing was a feature of the same, it may be better to await their findings, before proceeding.

 

Parish Council Computer                 The Clerk advised that the Printer of the Computer was faulty and required replacement.  She had made initial enquiries to see whether a new Printer could be obtained which would be compatible with the old Computer.  After discussion and bearing in mind that the old computer was purchased at the start of 2000, it was agreed that it would be a better investment to replace the whole system.  Clerk to obtain some prices, prior to next meeting.  Miss Cooper also offered to do some investigations on prices, etc.                                                                           

Parish Plan for Llangarron               Discussion followed and it was agreed to see how the Village Plan for Llangrove developed before taking this any further.  Agreed to leave off future agendas.

Any Other Business                          The Chairman raised the matter of loud noises being heard in the Penguithal area, which were causing concern.   Discussion followed and it was agreed that this was possibly quarrying taking place in the Buckholt area.  Clerk to notify the residents accordingly.

 

There being no further business, the Meeting was closed by the Chairman at 9.50 p.m.

 

The date of the next Meeting to be Tuesday, 29th April, 2008 at 8.00 p.m. at Llangarron Village Hall.
